PACTT - People Acheiving Change Through Technology
People Achieving Change Through Technology (PACTT) is a program of Ability Building Center, which is a non-profit rehabilitation facility located in Rochester, Minnesota. PACTT provides assistive technology services to individuals with disabilities of all ages, their caregivers, and the professionals who work with them.
What is Assistive Technology?
The federal government and IDEA (Individuals with Disabilities Education Act) defines assistive technology as:
any item, piece of equipment, or product system, whether acquired commercially off the shelf, modified, or customized, that is used to increase, maintain, or improve functional capabilities of individuals with disabilities.

An assistive technology service is defined as:
any service that directly assists an individual with a disability in the selection, acquisition, or use of an assistive technology device. [20 U.S.C., Chapter 33, Section 1401 (26)]
PACTT services include...
- Assessment and consultation of needs relating to adaptive computer solutions, school and workplace accommodations, simple alternative and augmentative communication and environmental control systems.
- Training for individuals or groups regarding recommended assistive technology.
- Training for individuals or groups regarding computer and internet skills, as well as training on a multitude of software titles.
- Customized workshops and presentations on assistive technology. Topics may include adaptive computer technology, switch access, educational or vocational assistive technology options and funding alternatives.
- Equipment loan library provides access to assistive technology devices for the purpose of evaluation.
- PACTT provides referral services when necessary to other assistive technology resources.
